चावल की घरेलू आपूर्ति को बढ़ावा देने के लिए उठाए कदम

इस संबंध में उपभोक्ता कार्य, खाद्य एवं सार्वजनिक वितरण मंत्रालय ने रविवार को जारी एक बयान में कहा कि केंद्र सरकार बासमती चावल के न्यूनतम निर्यात मूल्य की समीक्षा पर गंभीरता से विचार कर रही है।

फ्री ऑन बोर्ड मूल्य की समीक्षा कर रही सरकार

मंत्रालय ने बताया कि केंद्र सरकार बासमती चावल के लिए पंजीकरण-सह-आवंटन प्रमाणपत्र (आरसीएसी) जारी करने के लिए फ्री ऑन बोर्ड (एफओबी) मूल्य की समीक्षा कर रही है। ये कदम चावल निर्यातक संघों से मिले आवेदनों के आधार पर लिया गया है, जिसमें कहा गया है कि उच्च एफओबी मूल्य भारत से बासमती चावल के निर्यात पर प्रतिकूल प्रभाव डाल रहा है।

बासमती चावल निर्यातकों के साथ की बैठक

खाद्य एवं सार्वजनिक वितरण मंत्रालय ने कहा कि खाद्य और उपभोक्ता मामलों के मंत्री पीयूष गोयल ने बासमती चावल निर्यातकों के साथ एक बैठक की। इस बैठक में हुई चर्चा के आधार पर केंद्र सरकार बासमती चावल के निर्यात के लिए एफओबी मूल्य की समीक्षा पर गंभीरता से विचार कर रही है। हालांकि, मंत्रालय ने कहा कि जब तक सरकार उचित निर्णय नहीं ले लेती, तब तक मौजूदा व्यवस्था जारी रहेगी।

चावल का MEP अधिक होने के कारण देश का निर्यात हुआ प्रभावित

उल्लेखनीय है कि बासमती चावल का न्यूनतम निर्यात मूल्य (MEP) अधिक होने के कारण देश का निर्यात प्रभावित हुआ है। इस बीच चावल निर्यातक संघ मौजूदा दर को घटाकर लगभग 850 अमेरिकी डॉलर प्रति टन करने की मांग कर रहे हैं। दरअसल सरकार ने अगस्त में बासमती चावल 1,200 डॉलर प्रति टन से कम कीमत पर निर्यात नहीं करने का फैसला किया था। ऐसा बासमती चावल की आड़ में अवैध रूप से गैर-बासमती चावल के ”अवैध” निर्यात को रोकने के लिए किया गया था।

गैर-बासमती सफेद चावल के निर्यात पर सरकार ने लगाया था प्रतिबंध

ज्ञात हो, इससे पहले केन्द्र सरकार ने इस वर्ष जुलाई माह में उचित दाम पर पर्याप्त घरेलू उपलब्धता सुनिश्चित करने के लिए गैर-बासमती सफेद चावल की निर्यात नीति में बदलाव किया था। ऐसा इसलिए किया गया ताकि घरेलू मूल्यों को नियंत्रित किया जा सके और घरेलू खाद्य सुरक्षा सुनिश्चित की जा सके। इसी के चलते सरकार ने चावल के निर्यात को प्रतिबंधित करने के लिए विभिन्न उपाय किए और 20 जुलाई, 2023 से गैर-बासमती सफेद चावल के निर्यात पर प्रतिबंध लगा दिया।

निर्धारित किस्मों पर प्रतिबंध के बावजूद लगातार बढ़ता रहा निर्यात

दरअसल, यह देखा गया कि निर्धारित किस्मों पर प्रतिबंध के बावजूद वर्तमान वर्ष के दौरान चावल का निर्यात अधिक रहा है। 17 अगस्त 2023 तक चावल का कुल निर्यात (टूटे हुए चावल को छोड़कर, जिसका निर्यात निषिद्ध है) पिछले वर्ष की इसी अवधि के 6.37 एमएमटी की तुलना में 7.33 एमएमटी रहा। इसमें 15.06 प्रतिशत की वृद्धि दर्ज की गई।
वहीं उबले हुए चावल और बासमती चावल के निर्यात में भी तेजी देखी गई है। इन दोनों किस्मों के निर्यात पर कोई प्रतिबंध नहीं लगाया गया था। उबले हुए चावल के निर्यात में 21.18 प्रतिशत (पिछले वर्ष के दौरान 2.72 एमएमटी की तुलना में चालू वर्ष के दौरान 3.29 एमएमटी) बढ़ा है, वहीं बासमती चावल के निर्यात में 9.35 प्रतिशत की वृद्धि हुई है (पिछले वर्ष के दौरान 1.70 एमएमटी की तुलना में चालू वर्ष के दौरान 1.86 एमएमटी)।

गैर-बासमती सफेद चावल का निर्यात, जिसमें 9 सितंबर, 2022 से 20 प्रतिशत निर्यात शुल्क लगाया गया था और 20 जुलाई, 2023 से निषिद्ध कर दिया गया, में भी 4.36 प्रतिशत (पिछले वर्ष के दौरान 1.89 एमएमटी की तुलना में 1.97 एमएमटी) की वृद्धि दर्ज की गई।

वहीं दूसरी ओर, कृषि और किसान कल्याण विभाग के तीसरे अग्रिम अनुमान के अनुसार, रबी सत्र 2022-23 के दौरान उत्पादन 158.95 एलएमटी रहा, जबकि 2021-22 के रबी सत्र के दौरान यह 184.71 एलएमटी था, और इसमें 13.84 प्रतिशत की गिरावट दर्ज की गई।

ऑपरेशन अजेय के तहत इजरायल से 274 भारतीय नागरिकों को लेकर चौथी उडान रविवार को नई दिल्‍ली के इंदिरा गांधी अंतर्राष्‍ट्रीय हवाई अड्डे पर पहुंची। केंद्रीय मंत्री वी.के. सिंह और कौशल किशोर ने दिल्‍ली लौटे भारतीय ना‍गरिकों को तिरंगा देकर उनका स्‍वागत किया। केंद्रीय मंत्री वी.के. सिंह ने कहा कि जब तक सभी भारतीय वापस नहीं आ जाते उड़ानें जारी रहेंगी।

उन्होंने बताया कि काफी लोग है जो कि वापस आना चाहते हैं और पूरा का पूरा ऑपरेशन उनके लिए है। जो अपने को रजिस्टर कर रहे हैं उनको लेकर आ रहे हैं। केंद्रीय मंत्री ने कहा कि 2014 के बाद पीएम मोदी के नेतृत्व में भारत सरकार ने एक बहुत बड़ा संदेश जनता को दिया है, कि अगर आप दुनिया में कहीं भी फंस जाएंगे तो भारत सरकार आपके बचाव में आपको लेकर आएगी।

बता दें कि 18 हजार भारतीयों को इजराइल से वापिस लाने के लिए केंद्र सरकार ने ऑपरेशन अजय शुरू किया है। भारतीयों को वापस लाने का निर्णय इजराइल और हमास के बीच जारी संघर्ष के बाद लिया गया। विदेश मंत्रालय ने इसराइल और हमास के बीच बढ़ते संघर्ष को देखते हुए 24 घंटे काम करने वाला नियंत्रण कक्ष बनाया है। यह नियंत्रण कक्ष स्थिति पर नजर रखने के साथ ही सूचना और सहायता उपलब्ध करा रहा है।

LS Speaker Om Birla Affirms India’s Stance Against Terrorism at P20 Summit

BI News,India: The two-day P20 Summit in New Delhi successfully concluded at the India International Convention Centre, Yashobhoomi, Delhi on 13-14 October, 2023.

The first-ever G20 Parliamentary Speakers’ Summit (P20 Summit) hosted by the world’s largest democracy concluded, with parliamentarians from across the world coming together and reaffirming their commitment to continue their joint work to make an effective and meaningful parliamentary contribution to the G20 process.

The summit included high-level sessions on topics such as Sustainable Development Goals, sustainable energy transition, women-led development, and public digital platforms. India hosted the summit under its G20 Presidency with the theme of Parliaments for One Earth, One Family, One Future.

On the P20 Summit, Lok Sabha Speaker Om Birla said 436 delegates including presiding officers of 27 nations and 49 members of parliament participated in the two-day summit held at Yashobhoomi here.

Further, he said that he told his G20 counterparts that India does not support terrorism or terror activities in any form. Birla was responding to questions on the bilateral meetings he had with Speakers of G20 nations during the Parliament 20 Summit that concluded here on Saturday.

“The position of the government is very clear in this regard. The prime minister has also said it in his statement. The government has made it clear that terrorism and terror activities have no place in India,” the Lok Sabha speaker said while briefing reporters on the P20 Summit.

He was responding to a question on whether any Speaker from the G20 countries had raised the issue of presence of people in India who were pursuing separatist activities abroad.

“It is a clear government policy terrorism, be it of caste or religion terrorism is terrorism, and no form of terror will find any support in India. This is the clear government policy,” Birla said.

He went on to say that this was the maximum attendance at any P20 Summit so far and a consensus on the joint statement was a key highlight of the deliberations.
India hosted the ninth edition of the P20 Summit.

Birla added India also offered to set up an expert group on legislative drafting, an area where the Indian Parliament has considerable expertise and has organised training sessions for parliaments of several countries.

UN Chief Urges Hamas to Unconditionally Release Hostages Immediately

BI News, India: The Secretary General of the United Nations, Antonio Guterres has called on Hamas to “immediately” release the hostages without keeping any sort of conditions.

In a post on social media platform X, Guterres made two humanitarian appeals amid the present situation in the Middle East.

“As we are on the verge of the abyss in the Middle East, I have two humanitarian appeals: To Hamas, the hostages must be immediately released without conditions,” he posted.

“To Israel, rapid & unimpeded access for humanitarian aid must be granted for the sake of the civilians in Gaza,” he added

Guterres emphasized that both of these objectives should not be used as bargaining chips and must be implemented because they are the right thing to do. He pointed out that Gaza is facing severe shortages of water, electricity, and essential supplies.

The situation in the Middle East has been marked by significant casualties, with 1,300 people killed and over 3,600 injured in Hamas terror attacks, as reported by The Jerusalem Post. Israeli Defense Minister Gallant estimated that 150-200 Israelis are being held hostage by Hamas in the Gaza Strip, and efforts are underway to locate them.

Meanwhile, Israeli Prime Minister Benjamin Netanyahu declared that Israel would not be broken by Hamas. He emphasized unity within the Israeli government and sent a clear message to Hamas and the world that they are working together as a cohesive team.

During a weekly cabinet meeting, the Prime Minister and his ministers observed a minute of silence to honor those who lost their lives in the Hamas attack. Netanyahu stated that it was the first meeting of the emergency war government and highlighted the presence of key members, including Benny Gantz, Gadi Eisenkot, Chili Tropper, Gideon Sa’ar, and Yifat Shasha-Biton.

South Korea’s Largest Defense Show Aims to Boost Global Sales

BI News,India:South Korea will kick off its largest-ever defence exhibition this week, as the country seeks to turbocharge its arms sales and showcase a rare appearance by a U.S. nuclear-capable bomber.

The biennial Seoul International Aerospace and Defense Exhibition (ADEX) opens its doors on Tuesday, with organisers saying there will be more companies than ever and an unprecedented flyby from a U.S. B-52 bomber, which will make a rare landing at an airbase elsewhere on the peninsula.

This year’s show is designed to help South Korea reach its goal of becoming the world’s fourth-largest arms exporter, Lee Jong-ho, chief of the organising office, told a briefing on Monday.

More than 450 senior defence officials from 54 countries are expected to attend, along with hundreds of thousands of other professionals and members of the public, he said.

“This is an opportunity for Korea’s defence industry to draw international attention and take a giant leap forward,” Lee said.

The Korean government has set a goal of reaching $20 billion in defence exports this year after sealing a record $17.3 billion in arms sales last year, including huge deals with Poland for tanks, howitzers, warplanes, and rockets.

South Korea has been roughly ninth in the world for defence exports in recent years, but President Yoon Suk Yeol has called for it to improve.

At a South Korean military airbase south of Seoul on Monday, exhibitors made final preparations as participants in early events wandered among South Korean and U.S. military vehicles and warplanes on the tarmac, including advanced American stealth F-22 and F-35 aircraft.

To commemorate the 70th anniversary of South Korea’s alliance with the United States, the show will feature a larger than usual display of American military power, including the B-52 flight said U.S. Air Force Colonel Charles Cameron.

Under Yoon, South Korea and the United States have stepped up displays of strength, particularly U.S. nuclear-capable assets, in an effort to deter North Korea.

Last month South Korea staged a rare military parade, in which thousands of troops and South Korea’s home-grown tanks and self-propelled artillery were joined by 300 of the 28,500 U.S. soldiers based in the country.

A South Korean activist group said it planned to protest the event, calling the arms trade a “parasite” that benefits from the suffering in places such as Ukraine and the Israeli-Palestinian conflict.

Albanese of Australia Accepts Responsibility for Indigenous Referendum Setback

BI News,India: Australian Prime Minister Anthony Albanese said on October 16, he accepted his share of blame for the failure of a referendum question on Indigenous recognition that could weaken his authority.

More than 60% of Australians voted “No” in the landmark referendum on Saturday that asked whether to alter the constitution to recognise the country’s Indigenous peoples, and create an advisory body that would have advised parliament on matters concerning the community.

Albanese staked significant political capital on a “Yes” vote, pushing ahead despite the opposition Liberal party opposing it.

Only eight of 45 referenda have been successful in Australia’s history as a nation, none without bipartisan support.

He faced Liberal leader Peter Dutton during parliamentary question time on Monday for the first time since the referendum failure.

“We know that referendums are hard, that is why only eight of 45 have passed,” Albanese said. “I certainly accept responsibility for the decisions that I have taken.”

Dutton, who had backed a second referendum solely on recognising Indigenous people in the constitution, appeared to row back on the pledge on Monday, saying there would be no appetite for a second vote “for some time”.

Albanese’s Labor party is polling at its lowest level since winning power in May 2022, though he still leads Dutton as the country’s preferred leader.

The referendum outcome is seen as a major setback for reconciliation efforts with the country’s Indigenous community and risks damaging Australia’s image in the world regarding how it treats people in that community.

“The damage from Saturday’s vote will be extreme,” an editorial in the Sydney Morning Herald said on Monday. “This will set back the cause of reconciliation, despite what politicians are saying.”

The country’s main business newspaper, the Australian Financial Review, called the result “heartbreaking” for the country’s Indigenous community, who make up about 3.8% of the population and have suffered from centuries of neglect and discrimination since colonisation by Great Britain in 1788.

Remote areas dominated by Indigenous communities voted strongly in favour of the referendum question, Albanese said, in contrast to the rest of the country.

Significant Relief: Allahabad HC Acquits Koli and Pandher in Nithari Serial Killing Case

In 2017, a Special CBI Court Handed Down Death Sentences to Both for the Murder of Numerous Children in Nithari Village, Noida.

BI News,Allahabad : The Allahabad High Court on Monday acquitted the infamous Nithari murder case convicts Surendra Koli in 12 cases and Moninder Singh Pandher in two cases due to lack of evidence. Both convicts were awarded the death penalty in 2017 by a special CBI court for rape and murder of several children in Nithari village of Noida. The court had also slapped a fine of ₹35,000 on Koli and ₹25,000 on Pandher.
Speaking to media persons in Prayagraj today, Pandher’s lawyer, Manisha Bhandari said, “Allahabad High Court has acquitted Moninder Singh Pandher in the two appeals against him. There were a total of 6 cases against him. Koli has been acquitted in all appeals against him here.”


A two-judge bench comprising Justice Ashwani Kumar Mishra and Justice SHA Rizvi allowed the appeals filed by Koli and Pandher challenging the death sentence given by the CBI court in Ghaziabad.
Nithari murder case file
The case came to light in 2006 when the police discovered the skulls and bones of 16 persons, mostly children, near Pandher’s house in Noida’s Nithari village.

The investigation began after two Nithari residents claimed they knew the location of the remains of children, who had gone missing in the previous two years, and accused the local authorities of ignoring their complaints.

The UP government suspended Piyush Mordia, former SSP, Gautam Budh Nagar district; Saumitra Yadav, the then additional SP of Noida, and former circle officer Sewak Ram Yadav in 2007. Six sub-inspectors, who had earlier been suspended were also dismissed.
In the same year, Pandher and Koli were taken to Gandhinagar for an extensive narco-analysis test by Uttar Pradesh police. In 2009, Koli was convicted and sentenced to death by a special CBI court for the rape and murder of 14-year-old Rimpa Haldar, one of the several victims.
On September 10, Pandher and Koli were sentenced to death by the trial court. The Allahabad High Court acquitted Pandher of the crime but confirmed Koli’s death sentence. However, in 2010, the Supreme Court upheld the death sentence of Koli.

Surinder Koli’s death sentence was changed to a life sentence by the Supreme Court. A division bench comprising chief justice DY Chandrachud and justice PKS Baghel held execution of Koli’s death sentence, stating it would be “unconstitutional in view of the inordinate delay” in deciding his mercy petition.
In 2017, Moninder Singh Pandher along with his domestic help Surinder Koli was given a death sentence by the CBI court in Ghaziabad.

He said that whatever level the officers are at, they should do justice. Prem Yadav’s family should get justice. Society wants balanced justice. The government is not able to provide justice, that is why people are standing in the fields and around Prem Yadav’s house.


Yadav said that the incident that happened in Deoria was wrong. The District Magistrate of Deoria himself said that the incident happened in retaliation.
