BI News, Lucknow: Avadhpuri is very beautifully decorated to celebrate the return of Lord Ram to Ayodhya. On Saturday, Lord Shri Ram will arrive in Ayodhya in a helicopter in the form of Pushpak Viman, where CM Yogi and Governor Anandi Ben Patel will receive him. In the coronation ceremony, CM Yogi will perform the coronation ceremony of Shri Ram. 21 lakh lamps will be lit on Ram’s Pauri to welcome him.
Ayodhya has been decorated like heaven to give a wonderful look to the Deepotsav being held at the time of the inauguration of the Ram temple. The couplet from Ramcharit Manas describing the beauty of Ayodhya, Avadhpuri Prabhu aavat jani, bhai sakal sobha kai khani… is being fulfilled. Is. People have decorated their homes to celebrate Shri Ram’s return to Ayodhya after the victory of Lanka. Ramkatha and symbols of auspiciousness have been painted on the doors and walls of houses and shops. As soon as the evening comes, auspicious songs start resonating all over Ayodhya as if Avadhpuri Raghunandan has come and women sing mangal in every house.

At the same time, during the Deepotsav, preparations are being made to light 21 lakh lamps only on Ram Ki Pauri. Ayodhya is eager to create a world record by lighting 30 lakh lamps all over Ayodhya. As soon as the first lamp is lit in the court of Ramlala on Saturday evening, the entire Ayodhya will light up. Before this, the CM will perform the coronation of Lord Shri Ram in the role of Vashishtha. About five thousand guests will be present at Ramkatha Park to witness this event.
This time there will be green firecracker fireworks on Saryu Bridge. The Chief Minister and other guests will watch the fireworks from the Saryu coast. A separate platform has been created here for this. There will be fireworks for about 20 minutes. The sky will become colorful with firecrackers of different colors. As soon as the evening falls, the entire Saryu Bridge is bathed in lights, it has been decorated in such a way.

As soon as we reach the entry road of Ramkatha Park, 15 archways adorned with various scenes from Ramkatha are adding to the attraction. A grand stage has been decorated on the theme of Raj Darbar in Ramkatha Park. The coronation ceremony will be organized on this stage. Palace-like scenes have been created at many places in the park.
On the day of Deepotsav, Ramlala will be dressed in special attire. Acharya Satyendra Das, the chief architect of Shri Ram Janmabhoomi, said that a blue silk dress was made, which would be worn by Ram Lalla and the four brothers on Saturday. Along with this, a gold crown will also be worn and she will be adorned with other jewellery.

BI News, Nainital: The only Asiatic survivor of the red deer, Hangul, has been declared (the locally) critically engendered wildlife species in the Red List of The International Union for Conservation of Nature and Natural Resources (IUCN) in 1996. It has similar categorisation in the list of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) which has India as a signatory. It has been incorporated in Schedule 1 of both the Indian Wildlife (Protection) Act, 1972 as well as the Jammu and Kashmir Wildlife (Protection) Act, 1978.

A.K. Singh, Chief Wildlife Warden of Jammu and Kashmir, put Hangul’s population at 175 in March 2009 and 218 in March 2011. The department conducts a census every two years with technical support from WII. Findings of a recent census are still under formulation. The 1989 census puts the number of Hangul at 900, indicating its fall towards the verge of extinction in the last 23 years of the armed insurgency and counterterrorism in Kashmir. However, some people like the retired Range Officer Mohammad Ashraf Mir insist that the numbers should be higher as armed poaching came down to zero due to thick concentration of security forces.

It is a rare subspecies of red deer found only in the Kashmir region. The population of these magnificent animals has dwindled drastically over the past few decades, with only an estimated 200 individuals remaining in the wild. The main threat to their survival is habitat loss, as their forested habitat is being rapidly destroyed due to deforestation, human encroachment and climate change.

Poaching is another major factor that threatens Kashmiri Hangul, as it remains a prized target among hunters and poachers, despite being a protected species under Indian law. The illegal trade of Kashmiri Hangul antlers is a highly lucrative black market that fuels poaching and threatens Hangul’s survival.

Conservationists have been working tirelessly to halt the decline of the Kashmiri Hangul population by implementing measures to restore their habitat, establish protected areas, and raise awareness about the importance of protecting this unique subspecies. These efforts must be intensified, however, as the Kashmiri Hangul is now teetering on the brink of total extinction.Steps need to be taken to limit poaching and enforce strict penalties for poachers. The involvement of local communities in the protection of wildlife is essential, as is developing economic incentives to promote sustainable use of wildlife.

BI News,Satna : Caste census is a revolutionary step that will change the lives of the people, said Congress leader Rahul Gandhi on Friday, stressing that his party will get the survey conducted in Madhya Pradesh as well as at national level if voted to power.
Addressing a rally at Satna in MP, where assembly elections will be held on November 17, he also slammed the BJP-led Centre over rising unemployment.
“After coming to power in the state, the first thing to be done is conducting a caste census to know the exact number of OBCs in Madhya Pradesh. It is like an X-ray which will reveal all (number of other backward classes) and accordingly policies will be framed for their welfare,” he said.
The Congress will also carry out caste census at the national level if it is brought to power at the Centre, he said, calling the exercise a “revolutionary and life-changing step” for the people.

Gandhi alleged that Prime Minister Narendra Modi always used to say that he was an OBC but stopped talking about it soon after the Congress leader raised the issue of conducting caste census in the country.
Of the 53 IAS officers who run Madhya Pradesh, he said, only one is an OBC. “This means if the state’s total budget is Rs 100, then the OBC official has control over just 33 paisa or .03 per cent,” he claimed.
Gandhi alleged that because of debt-related hardships, 18,000 farmers have died by suicide in MP in the past 18 years. Referring to unemployment, he said that Demonetisation and Goods and Services Tax (GST) attacked small-medium businesses and traders. “It resulted in this (joblessness) situation in the country,” Gandhi said. Citing his experience during the ‘Bharat Jodo Yatra’, Gandhi claimed that 50 per cent of the population of this country belongs to OBCs.

Termig caste census an X-ray, he said it was necessary to ensure the participation of OBCs, Dalits and tribals in the government as per their proportion in population. Taking a potshot at the Centre’s crop insurance scheme, he said that money from this scheme is being taken out from people’s pockets and given to 16 companies.
Whenever farmers seek relief under the scheme after calamities and want money, which belongs to OBCs, Dalits, tribals and farmers, these companies deny that any calamity ever took place, the Congress leader alleged. Gandhi said that none from Dalits, OBCs and tribal communities work in these 16 insurance companies.

“Narendra Modi doesn’t want OBCs to know their correct population,” Gandhi said, adding that he will ensure that a caste census is conducted if the Congress is elected to power.
Taking a swipe at the BJP, Gandhi said that during the Bharat Jodo Yatra, he encountered a large number of youths who had degrees but no jobs.
“This is the truth of this state and country. Youths are capable, have energy and want to strengthen the country but they are not able to get employment,” he said.
Gandhi said employment is not really provided by big industrialists. Small- and medium-scale industries and small businesses generate jobs, he said.

BI News, Ranchi: The electoral fervor has risen in the Palamu District Bar Association as the process for the 2023-25 general assembly elections has commenced. In this regard, a meeting of the Election Committee was held. After the meeting, Advocate Shaukat Ali and Advocate Satish Chandra Mahato, members of the Election Committee, shared election-related information with journalists. Shaukat Ali informed that in light of the letter received from the Jharkhand State Bar Council, the voter list for the session 2023-25 of all members of the Palamu District Bar Association has been published.

All advocates have been notified to submit applications to the Election Committee by November 25 if there are any errors in the published voter list. Shaukat Ali also mentioned that the entire process related to the voter list will be completed, and the final publication of the voter list will take place at 3:00 PM on November 30. He further stated that by November 25, proof of depositing the pending amount related to Rule 40 of the Bar Council of India should be submitted along with the application.

Members not depositing the prescribed amount of dues in the association will submit an application regarding the deposit. Those who have passed the AIBE exam will provide relevant certificates. After the review of all documents, names will be added to the voter list. It is noteworthy that elections for the Advocates Association occur every two years. Following the publication of the voter list, election activities have intensified, with candidates vying for the positions of President, Secretary, Vice President, Joint Secretary Administration, Treasurer, Joint Secretary Library, Assistant Treasurer, and Executive Members. Discussions among advocates have already begun, and Assistant Advocate Sanjay Dubey was present at the venue as a helper for the Election Committee.

BI News, New Delhi : The Delhi government has postponed the implementation of the odd-even car rationing scheme as there has been a notable improvement in Delhi’s air quality due to rain, Environment Minister Gopal Rai said on Friday.
Addressing a press conference here, he said the government will review the air quality situation after Diwali and a call on the odd-even scheme may be taken if there’s a sharp increase in pollution levels.
Rai had earlier said the scheme will be implemented in the city after the Supreme Court reviews its effectiveness and issues an order.


On Tuesday, the Supreme court questioned the effectiveness of the Delhi government’s car-rationing scheme, aimed at curbing vehicular pollution, and referred to it as “all optics”.
Anticipating further deterioration of the air quality post-Diwali, Rai had on Monday announced that the scheme, which permits cars to operate on alternate days based on the odd or even last digit of their registration numbers, would be enforced between November 13 and November 20. Rai expressed concerns over the negligence in the implementation of the ban on the entry of polluting trucks into Delhi at smaller entry points.
He said the government will write a letter to the Delhi traffic commissioner, urging them to plug the gaps. Rai said he will also write to the transport ministers of Uttar Pradesh and Haryana, asking them to issue directions to divert trucks carrying non-essential goods on peripheral expressways to avoid traffic jams at the capital’s borders.

Stringent restrictions mandated under the final stage of the Central government’s air pollution control plan for Delhi-NCR called the Graded Response Action Plan (GRAP), were implemented in Delhi starting Sunday (November 5) in view of a sudden dip in air quality.
The restrictions under stage IV of GRAP include a ban on all kinds of construction work and the entry of polluting trucks into the capital. Under the final stage (Stage IV) of the Graded Response Action Plan, only CNG, electric, and BS VI-compliant vehicles from other states are allowed to enter Delhi, with exemptions granted to those involved in essential services. GRAP categorises actions into four stages: Stage I – ‘Poor’ (AQI 201-300); Stage II – ‘Very Poor’ (AQI 301-400); Stage III – ‘Severe’ (AQI 401-450); and Stage IV – ‘Severe Plus’ (AQI >450).
Intermittent rain led to a rapid improvement in Delhi’s air quality on Friday and cleared the suffocating haze that had been lingering for more than 10 days. At 2 pm, Delhi’s AQI stood at 302 which falls in the “very poor” category. It was 376 at 9 am and 408 at 7 am on Friday. The AQI stood at 460 at 11 pm on Thursday. The air quality is expected to improve further due to wind speed favourable for the dispersion of pollutants. The air quality index (AQI) at any given time is the average of readings taken in the last 24 hours. The Safdarjung Observatory, Delhi’s primary weather station, recorded 6 mm of rainfall in 24 hours ending 8.30 am on Friday and 2.2 mm between 8.30 am and 11.30 am, the India Meteorological Department (IMD) said.

The Met department data showed most of the areas in Delhi recorded light rain. Kuldeep Srivastava, a senior scientist at the IMD, said most parts of northwest India, including Punjab, Haryana, and western Uttar Pradesh, have recorded rainfall since Thursday night. The IMD had earlier predicted a marginal improvement in the air quality just ahead of Diwali owing to favourable meteorological conditions, including light rain.
IMD officials had also said a change in the wind direction from northwest to southeast due to a fresh western disturbance affecting northwest India will help reduce the contribution of smoke from stubble burning.
Once the western disturbance passes, the wind speed will increase to around 15 kilometres per hour on November 11, which will help disperse pollutants ahead of Diwali (November 12), Srivastava said.
Last year, a decrease in stubble-burning incidents, delayed spells of rain, and an early Diwali along with favourable meteorological conditions prevented the capital from turning into a gas chamber following the festival.

BI News, New Delhi : Raksha Mantri Shri Rajnath Singh held a bilateral meeting with US Secretary of Defence Mr Lloyd Austin in New Delhi on November 10, 2023. The two Ministers comprehensively discussed a wide range of defence and strategic issues. There was particular focus on enhancing defence industrial cooperation and getting the defence industries from both sides together to cooperatively co-develop and co-produce defence systems.

The Ministers explored ways and means to advance their defence technology cooperation with joint research in critical areas. They reviewed the progress of the India-US Defence Industrial Ecosystem, INDUS-X, which was launched in June this year and aims to expand the strategic technology partnership and defence industrial cooperation between the governments, businesses and academic institutions of India and US.

Secretary Austin welcomed India’s decision to elevate to full membership of the Combined Maritime Forces, a multilateral construct headquartered in Bahrain.

The Raksha Mantri symbolically handed over to Secretary Austin some items recovered in Assam as part of the US Defence POW MIA Accounting Agency Mission. The items include parts of parachute, uniform and airplane of the US forces from the World War II-era. The Ministers, before concluding, drew up an agenda for future joint work for their teams.

INDIA & BANGLADESH NAVIES UNDERTAKE CORPAT & EX-BONGOSAGAR

BI News, New Delhi : The 4th edition of Bilateral Exercise between Indian Navy and Bangladesh Navy, BONGOSAGAR-23, and the 5th edition of Coordinated Patrol (CORPAT) by the two navies was conducted in the Northern Bay of Bengal from 07 – 09 Nov 2023. Ships and aircraft from both navies undertook joint patrolling along the International Maritime Boundary Line (IMBL), and subsequently conducted maritime exercises to enhance interoperability.

Indian Navy Ships Kuthar, Kiltan and Maritime Patrol Aircraft (MPA) Dornier participated in the exercise along with Bangladesh Navy Ships Abu Bakr, Abu Ubaidah and MPA. The ships undertook communication drills, surface gun-shoots, tactical manoeuvres and other exercises that culminated with a steam past. CORPAT-23 also included the maiden Humanitarian Assistance and Disaster Relief (HADR) drills conducted between the two navies wherein a Search and Rescue scenario at sea was exercised. Regular bilateral exercises and coordinated patrols have strengthened mutual understanding and cooperation between the two navies.

INS Kuthar is an indigenously built guided-missile Corvette, whereas INS Kiltan is an indigenously built anti-submarine Corvette. Both ships are part of the Indian Navy’s Eastern Fleet based at Visakhapatnam, which functions under the operational command of the Flag Officer Commanding-in-Chief, Eastern Naval Command.

BI News, Ranchi: Palamu DC Shashi Ranjan conducted a review meeting of the Health Department at the Conference Hall. In the meeting, he examined the status of CHCs, UPHCs, UCHCs, medical colleges, district hospitals, ambulance services, OPD reports, lab reports, basic infrastructure, ANMs, DMFT-approved medical staff and doctors, health center buildings, and under-construction buildings, among other detailed information.

The Deputy Commissioner reviewed the preparations for Mission Indradhanush 5.0 vaccination campaign. During the session, he instructed relevant officials to work collaboratively at all levels for the success of the campaign. Emphasizing the importance of avoiding any errors in vaccination efforts, he highlighted the special consideration for pregnant women and children deprived of vaccination during the campaign.

Using PowerPoint presentation, the DPM provided detailed information to the District Magistrate about the preparations undertaken so far. Additionally, the District Magistrate directed officials to construct a public health center in Hariharganj and improve healthcare facilities. He stressed the need for regular inspections of CSCs by magistrates, and directed MOIC to inspect the Kasturba Gandhi Residential School for cleanliness and other aspects twice a month.

He mentioned plans for a health department team to visit rural areas, raising awareness about health programs. He asserted that there should be no deficiencies in the healthcare system in the district and warned of actions against non-performing health workers. Alongside Deputy Commissioner Shashi Ranjan, civil surgeons, DPM, and other officials attended the meeting on-site.

Free LPG cylinder refill distribution campaign started

BI News, Lucknow: Chief Minister Yogi Adityanath inaugurated the free LPG cylinder refill distribution campaign to 1.75 crore eligible families of the state with an expenditure of Rs 2,312 crore by the Uttar Pradesh government under the Pradhan Mantri Ujjwala Yojana at Lok Bhavan.

On this occasion, CM Yogi said that today the implementation of one resolution of the Public Welfare Sankalp Patra has been started. In 2016, Pradhan Mantri Ujjwala Yojana was started in Ballia to end the shortage of LPG in the country. Ujjwala scheme was not only a scheme to provide healthy fuel on time, but also a scheme to improve the health of mothers and sisters. If the lungs are weak then many problems arise. Those with weak lungs died during the Corona period.
He said that if Ujjwala scheme had not come in 2016, how many people would have died of Corona. Nine crore sixty lakh people were linked to this scheme. Prime Minister Modi gave a subsidy of three hundred rupees. Before 2014, gas connection was available by spending Rs 25-30 thousand. At that time cylinders were not available during festivals. Then men used to get police batons in the line. On reaching home without a cylinder, we got a cylinder.
