BI News, Gaza, Agencies : As the Israel-Hamas War entered its fifth day on Wednesday, Israeli government stated that it has demolished and taken control of portions of Gaza in retaliation for the most severe attacks carried out by Hamas in the 75-year-long history of its conflict with the Palestinians. Hamas militants, who were holding Israeli soldiers and civilians as hostages, had issued threats to execute a captive for every home in Gaza that was targeted.

The overall death toll in the Israel-Hamas War has crossed the 3000 mark with more deaths in Israel than Palestine. Israel has pounded downtown Gaza City with relentless bombardments since the preceding weekend after it vowed a retaliation that would “reverberate for generations” against the Hamas Group for its surprise and full-fledged weekend attack. Meanwhile, Israel’s state broadcaster Kan said that no casualties were reported in the Ashkelon Hospital incident earlier Wednesday. A rocket fired by Hamas struck a hospital earlier in Ashkelon.

Departures from Israel’s Ben Gurion Airport have been suspended after the airport came under attack by the Hamas Group on Wednesday, according to the Israeli Broadcasting Authority. Panic ensued at Ben Gurion Airport as red alert sirens warned of an incoming rocket barrage.
Israel has ordered a “complete siege” on the Gaza enclave, including halting supplies of electricity, food, water and fuel. On Wednesday, Gaza’s only power station stopped working after running out of fuel, the head of the Gaza power authority Galal Ismail told media.
People are still able to use power generators, Ismail said, but with a blockade on all sides of the border, the fuel needed for the generators to work is running out. The Palestinian health ministry warned that hospitals are set to run out of fuel on Thursday, leading to “catastrophic” conditions.

Several global leaders, including Prime Minister Narendra Modi, spoke with Israeli Prime Minister Benjamin Netanyahu to offer support. American President Joe Biden condemned the attacks by Hamas as “an act of sheer evil.” Secretary of State Antony Blinken is scheduled to visit Israel on Thursday, demonstrating a show of solidarity. Meanwhile, Iran’s top authority Ayatollah Ali Khamenei clarified that Tehran was not involved in the Hamas attack, although he expressed support for those causing damage to Israel. Moreover, alumni of Harvard University have criticized a pro-Palestinian statement from students, which blamed Israel’s “apartheid regime” and “decades of occupation” for the escalation of violence.
The Palestinian envoy to the United Nations denounced Israel’s bombardment of the Gaza Strip and its pledge to enforce a complete siege on the Hamas-controlled Palestinian enclave as “nothing less than genocidal,” during an address at the United Nations.
Meanwhile, Prime Minister Benjamin Netanyahu’s coalition has agreed to form an emergency unity government with opposition politicians following the Palestinian militant attack launched on Saturday, his ruling Likud Party said.

Jaish-e-Mohammed terrorist was wanted by the NIA in an Unlawful Activities Prevention Act case

BI News, India: One of India’s most wanted terrorists and Pathankot attack mastermind Shahid Latif on Wednesday was shot dead by unknown gunmen in Pakistan’s Sialkot. Latif was wanted by the National Investigative Agency (NIA) in an Unlawful Activities Prevention Act (UAPA) case, media report claimed.

He was a senior leader of the terror outfit Jaish-e-Mohammed (JeM), which took the responsibility for the 2016 attack on the air force base in Pathankot. In January 2016, a heavily armed group attacked the Pathankot Air Force Station.
The gun battle between the security forces and attackers ensued for around 17 hours on January 2, 2016, killing five attackers and six security personnel. Three more soldiers died after they were hospitalised due to their injuries, raising the death toll to 9 security forces personnel.

A day later, another security forces officer was killed by an improvised explosive device (IED) explosion. The operation in Pathankot continued on January 4, killing a fifth attacker. The Pathankot attack perpetrated by JeM led to a breakdown of India-Pakistan relations, which is largely unresolved till this date.


In 1994, Latif was arrested from Jammu in a case related to narcotics and terrorism. He was deported back to Pakistan via the Wagah border in 2010 after serving a 16-year-long jail term.
Shahid Latif was listed as a terrorist by the Indian government after the NIA said in its probe that Latif went back to the Jihadi factory in Pakistan after he was released in 2010.
When Indian Airlines plane IC814 was hijacked by five armed men to Kandahar in Afghanistan in 1999, Shahid Latif was one of those whose release was demanded by the terrorists.

The MoU was signed in Riyadh on October 8 by union minister for power and new & renewable energy, R.K. Singh and the minister of energy, Saudi Arabia, Abdulaziz bin Salman Al-Saud on the sidelines of the MENA Climate Week .

This MoU aims to establish a general framework for cooperation between the two countries in the field of electrical interconnection; exchange of electricity during peak times and emergencies; co-development of projects; co-production of green / clean hydrogen and renewable energy; and also establishing secure, reliable and resilient supply chains of materials used in green & clean hydrogen and the renewable energy sector.

Earlier, an Indian delegation led participated in the High-Level Segment of the Middle East and North Africa (MENA) Climate Week 2023, which is being held in Riyadh, Saudi Arabia during October 8 – 12, 2023. Haryana Introduces New Policy Allowing Conversion of Residential Plots into Commercial Use in Planned Schemes

BI News, New Delhi: Haryana’s Chief Minister, Mr. Manohar Lal, unveiled the “Haryana Municipal Urban Built-Plan Reform Policy, 2023” today. This policy is geared towards enabling the transformation of residential plots into commercial use within planned schemes that have been established for a minimum of 50 years. It seeks to address the evolving requirements and demands of urban development.

Following a cabinet meeting in Chandigarh, the Chief Minister explained that several planned schemes, including Model Town Schemes, Rehabilitation Schemes, Town Planning Schemes, and Improvement Trust Schemes, have been executed in municipal areas to facilitate organized urban development. Subsequently, these schemes were entrusted to the respective municipalities for management and maintenance. However, changing circumstances have necessitated some plot owners to repurpose residential plots for non-residential activities, which were not initially permitted. This situation prompted the need for establishing norms and procedures to regulate such conversions.

The policy will be applicable to planned schemes within the central regions of municipal limits, excluding areas or sectors developed by Haryana Shahri Vikas Pradhikaran (HSVP), Housing Board (Haryana), Haryana State Industrial Infrastructure Development Corporation, and areas under the jurisdiction of the Town and Country Planning Department (Haryana). It will also cover plots eligible for sub-division as per other government policies and rules.

The parameters, including Floor Area Ratio (FAR), Ground Coverage, and plot height, will remain consistent with the original residential scheme. Additionally, the building line of the original scheme will be preserved.

Property owners seeking conversion will need to pay a scrutiny fee of Rs. 10 per square meter, conversion charges in line with the Town and Country Planning Department’s notification, and development charges amounting to 5% of the commercial collector rate per square meter. A composition fee of Rs. 160 per square meter on the converted area is also required.

Penal charges will be imposed on property owners involved in unlawful or nuisance activities. No penal charges will be levied for the first six months following the policy’s notification. Subsequently, charges will be applied based on the circumstances.

The application process will be streamlined through an online portal developed by the Urban Local Bodies Department. It will entail the payment of scrutiny fees and the submission of necessary documents, as specified in the policy.

This policy is anticipated to yield benefits for both property owners and the government. Property owners will have the opportunity to convert their residential plots into commercial use, potentially increasing economic prospects. Simultaneously, the government will generate revenue from conversion charges and development fees. Furthermore, the policy will contribute to the regulation of commercial activities in planned areas, thereby fostering improved urban planning and development.

Akhilesh Yadav Defies Obstacles to Pay Tribute to Loknayak Jayaprakash Narayan

BI News, Lucknow: On the occasion of Loknayak Jayaprakash Narayan’s birth anniversary, Akhilesh Yadav, the National President of the Samajwadi Party and former Chief Minister, showed unwavering determination in the face of obstacles created by the BJP government. The government had attempted to prevent him from garlanding the statue of Jayaprakash Narayan at the Jayaprakash Narayan International Center (JP NIC) in Gomtinagar, Lucknow. Yadav, along with leaders from the Samajwadi Party’s various organizations, municipal councilors, state officials, former and current lawmakers, and district and metropolitan presidents, led a protest in response.

Traditionally, the Samajwadi Party organizes a program to garland Jayaprakash Narayan’s statue at a memorial in his honor on his birth anniversary. The administration had been duly informed of this by the party. However, on the BJP government’s orders, the permission to lay wreaths was revoked, and JP NIC was locked and turned into a tin shed. Heavy police forces were deployed in the vicinity of JP NIC.

Despite these obstacles, thousands of Samajwadi Party leaders and workers gathered at the JPNIC gate early in the morning to pay their respects to JP. Akhilesh Yadav arrived at the JPNIC gate in a chariot as part of the Samajwadi Lok Jagran Abhiyan and proceeded to garland the statue. He also removed the black cloth covering the statue, which had sustained damage in some places. He expressed his commitment to Jaiprakash Narayan’s legacy and the need to commemorate his contributions to the nation.

मुंबई के गोरेगांव में लगी भीषण आग में झुलस कर हुई इतनी मौत

मुंबई के गोरेगांव इलाके में स्थित समर्थ सृष्टि नाम की पांच मंजिला बिल्डिंग में शुक्रवार सुबह भीषण आग लग गई। इस हादसे में सात लोगों की मौत हो गई । आग लगने की सूचना मिलते ही 10 गाड़ियों के साथ पहुंचे फायर ब्रिगेड के जवानों ने करीब 50 लोगों को सुरक्षित निकाला। इनमें से काफी लोगों को धुआं की वजह से सांस लेने में दिक्कत महसूस होने पर कूपर अस्पताल और एचबीटी ट्रॉमा केयर सेंटर पहुंचाया गया। इनमें से कुछ लोग झुलस भी गए हैं। उप मुख्यमंत्री देवेंद्र फडणवीस ने हादसे पर दुख जताया है। उन्होंने कहा कि राहत और बचाव अभियान जारी है।

कपड़ों के बंडल ने पकड़ी आग

पुलिस के अनुसार यह बिल्डिंग गोरेगांव के उन्नत नगर में है। बिल्डिंग के तल परिसर की पार्किंग में तड़के करीब तीन बजे आग लगी। कुछ ही देर में पूरी बिल्डिंग लपटों में घिर गई। बताया गया है कि इस बिल्डिंग की पार्किंग में कपड़ों का एक बंडल रखा था। इस बंडल में आग लगने से ही यह हादसा हुआ। पार्किंग में मौजूद 30 दोपहिया और अन्य चारपहिया वाहन भी चपेट में गए। इनमें से अधिकतर वाहन राख हो गए। फायर ब्रिगेड ने फिलहाल आग पर नियंत्रण कर लिया है। कूलिंग का काम चल रहा है।

एक प्रत्यक्षदर्शी के मुताबिक, सुबह-सुबह जोरदार धमाका हुआ। इसकी आवाज सुनकर उनकी नींद टूट गई। नीचे देखने पर पता चला कि आग लगी हुई है। इस बिल्डिंग में रहने वाले एक व्यक्ति ने बताया कि धमाके की आवाज सुनकर घर के सभी लोग जाग गए। बाहर निकल कर उन्होंने बिल्डिंग के सभी घरों की घंटी बजाकर आग लगने सूचना दी। स्थानीय विधायक और पूर्व मंत्री विद्या जयप्रकाश ठाकुर ने बताया कि इस बिल्डिंग में रहने वाले लोगों को उन्नत नगर के स्कूल में ठहराया गया है। पुलिस का कहना है कि आग लगने के कारणों की छानबीन की जा रही है।
